Try Kompozer. Its a free website creation tool (WYSIWYG editor). You’ll still need hosting, but Kompozer will do the HTML/XHTML you need to actually build a website.

you could make a free wet paint site.
You would have to get free tirals of programs like Dreamweaver CS3 or look into other means of obtaining the copy of the program.
