How long are you going to take to build the website? Consultants rate £700-£1000 per day in the UK… so work out how that rates in terms of days… and see how it compares to what you’re proposing.

Offer them it for a bit of a discount and offer them a maintenance contract… a day a month for instance.

It really depends on how long it takes. Most of the time (and I know it’s true for most coders) that time is a big factor in how much you get paid. If it’s a quick job with minimal effort (for example they have a baseline website) then $3000 is a fair price. If you’re reinventing the wheel, ask for more. Just make sure you give them a good deal so they call you back when they want another update.
